Independent California Colleges Advocate Program



The AICCU Independent California Colleges Advocate Program (ICCAP) is a competitive, six-month program attended by a cohort of diverse students from AICCU member institutions. ICCAP is the unified voice for the 360,000 students across 80+ independent, nonprofit colleges and universities. The program develops the leadership, communication, and advocacy skills of participants and deepens their knowledge of how policymaking affects their education. The program trains students to effectively advocate in the public sphere and amplifies the student voice to broaden policymakers’ understanding of our sector and contributions to California.

In 2020 ICCAP Students:

  • Advocated on behalf of Cal Grant students at the AICCU Day in the Capitol 2020.
  • Successfully engaged federal representatives in Congress on federal stimulus relief for COVID-19.
  • Wrote letters of support for AB 2030 (Rubio) to the Assembly Higher Education Committee.
  • Students took over @ICCUStudents account on Twitter to provide an authentic look into the average day of an AICCU student, including the week before and during a statewide stay-at-home order.
  • Participated in California Student Aid Commission (CSAC) hearings on Cal Grant Modernization as well as CSAC Check-In Calls with Student Leaders.
  • Participated in the CSAC statewide campaign #CAStudentsSpeak, which aims to amplify the voices of students across California and showcases students’ COVID-19 experience as well as the role of financial aid in their college education.
  • Testified in legislative hearings.

Criteria for 2020-21 Participation:

  • Current undergraduate and graduate student of any major at an AICCU institution during the 2020-21 academic year.
  • Interest in any of the following:
    • Advocating on behalf of fellow students
    • Influencing higher education policy related to student access and equity
    • Impacting California’s legislative process
  • Able to meet all requirements of participation.
  • Meet the application deadline by November 13, 2020.
